Rising U.S. Oil Stakes

The CSIS Africa Program examines political and humanitarian developments in West African oil-exporting states and the region's geo-strategic importance as a major supplier of U.S. oil. In 2003, CSIS, with support from USIP, lead an CSIS Task Force on Rising U.S. Energy Stakes in Africa which successfully completed its work in the spring of 2004, and which focused on the question of how U.S. policymakers can better promote strengthened accountability and transparency in the use of oil wealth in Africa, with a special focus on Nigeria and Angola. The project was co-chaired by CSIS Africa Program director J. Stephen Morrison and David Goldwyn of Goldwyn International Strategies.
Earlier this year, the CSIS Africa Program launched the Gulf of Guinea Security Forum under the leadership of J. Stephen Morrison, director, CSIS Africa Program and David Goldwyn, president, Goldwyn International Strategies which culminated in a high-level day-long conference and publication of recommendations on promoting security in the region.
The Africa Program's experts continue to work to determine how best U.S. policy can promote economic reform, good governance, improved respect for human rights, environmental stewardship, and support for democratization and reconcile these goals with rising U.S. energy and security stakes in the region.
