Global Health Issues: Brazil’s Multi-Stakeholder Approach
The Americas Program and the Global Health Policy Center of the Center for Strategic and International Studies are pleased to have hosted a keynote address by His Excellency: José Gomes Temporão Minister of Health of Brazil “Global Health Issues: Brazil’s Multi-Stakeholder Approach” Minister Temporão discussed his country’s approach to public health policy. He highlighted recent initiatives that deal with non-communicable diseases and the development of the health industry, outlining the significance of these initiatives for both the public and private sector. Defense Ministerial of the Americas: A Panel Discussion
The Council of the Americas, Woodrow Wilson International Center for Scholars, and National Defense University's Institute for National Strategic Studies presented in collaboration with CSIS a panel discussion on the upcoming Conference of Defense Ministers of the Americas (CDMA), to be hosted in Banff, Canada on September 2, 2008. The Defense Ministerial of the Americas seeks to advance regional security cooperation, increase civilian defense expertise, encourage democratic civil-military relations, and reinforce civilian leadership in security affairs.

Minister of National Defense of Uruguay, Jose Bayardi
On Friday, July 25, 2008, Uruguay's Minister of National Defense, Dr. José Bayardi, discussed a variety of topics related to the Uruguayan Ministry of Defense including international peacekeeping efforts in Haiti and Congo, human rights, pending armed forces reorganization legislation, and issues relating to regional security.

Minister of Internal and External Security of Ecuador, Dr. Gustavo Larrea
At this event co-hosted by CSIS and the Inter-American Dialogue, Ecuador's Minister of Internal and External Security, Dr. Gustavo Larrea, discussed a variety of topics related to Ecuadoran security, including border issues, counter-drug efforts, and international humanitarian law. He gave an overview of Ecuador's success in deterring the drug trade in Ecuador, and highlighted the government's new 'Plan Ecuador' initiative that provides incentives to Ecuadoran farmers to shift production to legitimate crops, such as chocolate, instead of coca. On the topic of relations with Colombia, the Minister said that diplomatic relations with the neighboring country are "suspended indefinitely," but emphasized that bilateral trade between the two countries is still strong and a reopening of political relations is possible in the future. Dr. Larrea also spoke about Ecuador's relationship with the U.S., stating that though there exist "discrepancies" in interests between the two countries, there is no conflict, and successes in the areas of counternarcotics and U.S.-Andean trade demonstrate the potential for bilateral cooperation. Is Haiti Drifting Towards Crisis?
Haiti is once again threatened by growing instability. Food riots in April in Port au Prince created a political upheaval when President Préval’s Prime Minister, Jacques-Édouard Alexis, was forced to resign. Since that time, Préval’s efforts to appoint a replacement twice have been rejected by the Chamber of Deputies. A stalemate in governance may place at risk hard-won efforts at reform, institutional building and economic development.

A Conversation with H.E. Roberto Flores Bermúdez, Ambassador of Honduras
Ambassador Roberto Flores Bermúdez gave an overview of the current regional situation in Central America, as well as going in to specific details about domestic achievements and challenges within Honduras. He identified three main challenges faced by the countries of Central America— organized crime, narco-trafficking, and poverty— and outlined how each of these challenges threatens progress in the areas of democratic governance, security, and development.
