On Thursday, February 16, 2006, the CSIS Mexico Project hosted the governor of Baja California, Eugenio Elorduy Walther. Elorduy discussed his view on some of the more pressing issues that directly impact his state, and which coincidentally predominate a great deal of the broader bilateral agenda. He spoke about some of the challenging issues facing his administration, such as the intensely debated topic of immigration; the impact of stringent border security measures on his state’s economy; and the effects of the All-American Canal Lining Project on Baja California and Mexico at large. Gov. Elorduy also discussed his collaborative relationship with California Gov. Arnold Schwarzenegger in identifying the economic synergies in the cross-border region, and the development of integrated, state-to-state, economic development strategies—such as the Silicon Border Project—aimed at strengthening the competitiveness of the border region.
