Stephen Horblitt, an adjunct fellow with the CSIS Americas Program, is director of external relations at Creative Associates International, Inc., where he is responsible for representing the company to the legislative and executive branches of the federal government, international development organizations, and nongovernmental institutions. Mr. Horblitt served for 14 years as legislative director for former U.S. representative Walter E. Fauntroy. In that capacity he served as the staff manager for the bipartisan U.S. Congressional Task Force on Haiti. He currently serves as a consultant to the New Haitian Foundation, which was organized by progressive members of the Haitian private sector. In 1998, Mr. Horblitt served as a country expert on a team that evaluated the U.S. Agency for International Development’s administration of justice and human rights programs in Haiti. He also was a member of a 1994 team that advised the Organization of American States on initial economic recovery in post-crisis Haiti. In 1991, he managed the Haiti Consultative Group, a group designed to produce policy and program guidance to support the international community in its efforts to assist Haiti in planning and carrying out a transition to democracy and economic recovery. Mr. Horblitt’s publications include a contribution to Haitian Frustrations: Dilemmas for U.S. Policy (CSIS, 1995). He holds a B.A. in political science and history and an M.A. in social science from Hofstra University and completed his doctoral course work in international relations at the America University School of International Service.
