In April 2004, Pompiliu Verzariu retired from the U.S. Department of Commerce where he was director of the Financial Services and Countertrade Division at the International Trade Administration, a focal point for U.S. government efforts to promote the export of U.S. private financial services abroad. A leading expert on countertrade and offsets issues, he provided advisory assistance to U.S. firms and was a featured speaker on these issues at numerous conferences, seminars, and universities in the United States, Europe, Asia, and Latin America. While at the Department of Commerce, Dr. Verzariu authored or coauthored numerous publications on international countertrade, offsets, and joint ventures. His text, Countertrade, Barter, and Offsets (McGraw-Hill, 1985), has been translated into several languages. His latest publication is “The Global Landscape of Offsets in the New Millennium,” published by the Brazilian Ministry of Foreign Relations in 2004 for use by Brazilian government agencies. From 1981 to 1983, Dr. Verzariu gave a series of lectures on countertrade and joint ventures at the Institute of Technology in Dalian, China. While on leave of absence from the Commerce Department in 1986, he was project consultant for a major international accounting firm on the design of a Florida-based international currency and barter exchange. In 1995, he lectured on Russia as an adjunct professor at the Johns Hopkins University School of Continuing Studies. From 1999 to 2003, as part of his unit’s technical assistance program, Dr. Verzariu developed and promoted a training program for private-sector insurance personnel and managers in seven Central and Southeast European countries. From 1999 to 2001, he was involved in a technical assistance project that led to the creation of the Moscow-based Insurance Information Center Foundation, for which he was awarded a silver medal from the Department of Commerce in 2004. Dr. Verzariu received his doctorate in physics in 1971 from the American University in Washington, D.C. Prior to joining the Department of Commerce in 1973, he conducted research on geophysical phenomena, publishing 12 scientific papers while at the Applied Physics Laboratory of the Johns Hopkins University. Born in Romania, he was educated in Italy before coming to the United States.
