Janet Fleischman is an independent consultant, focusing on gender and HIV/AIDS. She is currently chair of the Gender Committee of the CSIS HIV/AIDS Task Force, a bipartisan effort aimed at strengthening U.S. policy on HIV/AIDS. Her publications include: Integrating Reproductive Health and HIV/AIDS Programs: Strategic Opportunities for PEPFAR (CSIS, 2006); Strengthening HIV/AIDS Programs for Women: Lessons for U.S. Policy from Zambia and Kenya (CSIS, 2005); and Suffering in Silence: The Links Between Human Rights Abuses and HIV Transmission to Girls in Zambia (Human Rights Watch, 2003). She also authored a series of UNAIDS reports published in 2005-2006 focusing of women and girls: “Support Women Caregivers: Fight AIDS”; “Increase Women’s Control over HIV Prevention: Fight AIDS”; “Economic Security for Women: Fight AIDS”; “Stop Violence against Women: Fight AIDS”; and “Educate Girls: Fight AIDS.” From 1983 to 2003, Ms. Fleischman worked for Human Rights Watch, the largest U.S.-based international human rights organization, first focusing on Eastern Europe and then moving to the Africa division, where she became Washington director for Africa. She has conducted numerous fact-finding missions to Africa and India and has written and edited many reports on human rights. Her articles have appeared in publications such as the Washington Post, Boston Globe, International Herald Tribune, Washington Times, SAIS Review, and on AllAfrica.com. She is a frequent speaker on issues related to human rights and to HIV/AIDS, and she has testified before both the U.S. Senate and House Africa Subcommittees.
