Jack Welch is retired from the position of senior vice president at LTV Aerospace & Defense. From 1987, and prior to joining CSIS in 1992, he served as the air force's senior procurement executive and assistant secretary for acquisition. He established the cradle-to-grave acquisition system that provides a continuum from basic research through development, production, support, upgrade, and modernization. He has been chair for the multinational fighter program, U.S. delegate to NATO AGARD, chair of the DOD policy board on federal aviation, and air force chief scientist. He received an engineering degree from MIT in 1951 and has 37 years of industrial experience, from designer to senior corporate executive. He received the Air Force Exceptional Civilian Service Award in 1987, the W. Stuart Symington Award in 1990, the Department of Defense Outstanding Civilian Service Award in 1992, and the Distinguished Service Medal in 1992.
