Kathleen Hicks is a senior fellow in the CSIS International Security Program. Her research focus includes U.S. national security strategy, planning, and assessment, Department of Defense and interagency reform, and the roles and missions of the U.S. armed forces. Recent projects include the Beyond Goldwater-Nichols Phase 4 Department of Defense Governance Project, the CSIS Task Force on Nontraditional Security Assistance, and the Project on National Security Reform.
Hicks joined CSIS from the Office of the Under Secretary of Defense for Policy in the Office of the Secretary of Defense, where she served in numerous positions. As director for policy planning, she was responsible for overseeing the development and articulation of U.S. defense strategy and improving long-range policy and planning within the Department of Defense. During the 2005 Quadrennial Defense Review, she led investigation of military roles, missions, and organization issues, including those relating to the global war on terrorism, homeland defense, DoD and interagency institutional governance and structure, and building partnership capacity. As the director for homeland defense strategic planning and program integration, Hicks developed DoD’s first-ever Strategy for Homeland Defense and Civil Support. She also served as the deputy director for resources, leading development of several Defense Planning and Strategic Planning Guidances, and as an assistant for strategy development following the 1993 Bottom-Up Review and during the 1997 Quadrennial Defense Review.
Hicks is a former presidential management intern and career member of the Senior Executive Service. She holds a master’s degree from the University of Maryland’s School of Public Affairs and is a magna cum laude graduate of Mount Holyoke College. She is currently a doctoral candidate in political science at MIT and a member of the Council on Foreign Relations. |
