Carl Baker is director of programs at Pacific Forum CSIS in Honolulu, as well as coeditor of its quarterly journal Comparative Connections. Previously, he was on the faculty at the Asia-Pacific Center for Security Studies where he lectured and conducted seminars on a variety of security-related topics. Carl has had extensive experience in the Republic of Korea, having served as the international political-military affairs officer for the UN Military Armistice Commission and an intelligence analyst for U.S. Forces, Korea. His rich background in Asian affairs also includes seven years in a variety of military staff assignments in Japan and living for extended periods in the Philippines and Guam. He has published and presented conference papers on U.S. security policy, Korea-U.S. security relations, South Korean democracy, and Philippine security issues. A graduate of the Senior Executive School of the Air War College, Baker has an M.A. in public administration from the University of Oklahoma and a B.A. (with highest distinction) in anthropology from the University of Iowa.
