Anne Witkowsky is a senior associate in the CSIS Homeland Security Program, where she covers a range of homeland security issues. She has led a number of CSIS projects, including the “Steadfast Resolve” exercise on crisis decisionmaking and the CSIS Commission on Science and Security. Currently, she is the director of the Embassy of the Future project and a member of the Beyond Goldwater-Nichols Phase 4 study team.
Previously, Witkowsky served as director for defense policy and arms control at the National Security Council (1993–2000), where her areas of responsibility included European security and conventional arms control. Prior to that, she served in the Office of Russian, Ukraine, and Eurasian Affairs and the Office of European Security Negotiations in the Office of the Secretary of Defense (OSD). Witkowsky began her career in government as an OSD presidential management intern. She received the Department of Defense Medal for Distinguished Civilian Service in 2000.
She is a member of the Council on Foreign Relations and serves on the executive board of Women in International Security. She holds a B.A. in Russian and East European studies from Yale University and during college studied at Leningrad State University. She also holds an M.P.A. with a concentration in international security from Harvard University’s John F. Kennedy School of Government.
