Keysha J. Webb is a visiting fellow with the CSIS International Security Program from the Office of the Secretary of Defense (OSD). Previously, she served as special assistant in the Office of the Under Secretary of Defense for Intelligence (OUSD/I), conducting policy and program analysis across a wide range of defense intelligence matters and operational issues. Before joining the OUSD/I in 2005, Ms. Webb served as a program and resource analyst in the Office of Strategy, Plans, and Resources under the assistant secretary of defense for homeland defense, providing professional advice, strategic guidance, and policy expertise on program and budget issues associated with homeland defense activities. Ms. Webb entered the Department of Defense in 2002 under the OSD Presidential Management Fellow Program. Over the course of her two-year fellowship, she coordinated deployments for the Office of the Assistant Secretary for Special Operations and Low Intensity Conflict (Counternarcotics), supported the effort to restructure the linguist and foreign area expertise training in the department while working for the Office of the Under Secretary of Defense for Personnel and Readiness, and served as a congressional liaison officer with the Office of the Under Secretary of Defense (Comptroller). Ms. Webb also managed the day-to-day operations of the Joint Staff, J-5 Strategic Communication Sub-group in support of the war on terrorism and served as a political-military analyst for the Department of State at the U.S. embassy in New Delhi, India. Prior to her government service, Ms. Webb worked for the Japanese Ministry of Education in Osaka, Japan, from 1995 to 1999. She holds an M.P.A. degree from the School of Public and Environmental Affairs at Indiana University and dual undergraduate degrees in history and East Asian studies from DePauw University.
