Carola McGiffert is vice president and director of Smart Power Initiatives at CSIS. From 2006 to 2008, she served as chief of staff to CSIS president and CEO John Hamre, where she was responsible for coordinating management and performance in support of the Center’s policy agenda. She was also codirector of the CSIS Smart Power Commission, which issued a major report in November 2007. From 2002 to 2006, she was a fellow in the CSIS International Security Program, where she helped manage Asia projects. In that position, she also served as executive director of the China Balance Sheet project, a major interdisciplinary effort to analyze the key economic, political, and foreign policy trends and drivers in China and their implications for the United States and U.S.-China relations.

Previously, she was vice chairman of the international trade practice at Mayer, Brown & Platt, where she helped U.S. companies gain greater access in key Asian markets, particularly China. Later, she was vice president of the Newmarket Company, an international advisory services firm that helped companies do business in emerging markets. She also served as a senior policy adviser to the New Democrat Network. McGiffert worked in the U.S. government from 1993 to 1997 in the Office of the U.S. Trade Representative, where she worked on the China–World Trade Organization negotiating team; in the Commerce Department, where she ran the Big Emerging Markets program; and in the White House, where she worked on NAFTA and other initiatives. Earlier, she was deputy research director for the 1992 reelection campaign of Senator Christopher Dodd. McGiffert is a term member of the Council on Foreign Relations. She received an M.A. in international economics and Chinese studies from the Johns Hopkins School of Advanced International Studies and a B.A. from Wesleyan University. She studied Mandarin at the Hopkins-Nanjing Center in Nanjing, China.
