LtCol Juha Kaitera is the 2007–2008 Finnish Defense Forces fellow with the CSIS Europe Program. He is an operational and strategic plans qualified officer. He has over 20 years of military experience, first in the Airborne Rangers and then in the Finnish Air Force flying as a navigator. He has held positions as a reservist officer course leader, deputy company commander, staff officer in the National Defense University Finland, intelligence officer, chief of department in the Air Force Academy, and staff officer in the Air Force HQ. He comes to CSIS from Defense Command Finland, Operations Division, where he served as a chief of the Air Warfare Branch and a staff officer in J3 focusing on planning electronic warfare (EW)–information operations (IO) and Joint Fires over the FY 2009–2020. He also has experience working in the UNIFIL operation in Lebanon. LtCol Kaitera graduated from the General Staff Officer Course of the National Defense University Finland. At CSIS, his main area of interest is strategic communication, but he will also study European Union battle groups and NATO Response Force concepts among other things.
