S. Linn Williams is senior vice president and general counsel of Mission Energy Company, a leading independent (nonutility) producer of electric power. He served as deputy U.S. trade representative from 1989 to 1992. From 1981 to 1984, he was vice president and general counsel of the Overseas Private Investment Corporation, a U.S. government agency that provides financing and political risk insurance for investments in developing countries. Williams has also served as vice president and general counsel of Sears World Trade and has practiced law in Washington, D.C., and Japan. He has written and spoken frequently on corporate and trade matters. A graduate of Princeton University and Harvard Law School, he studied international law at Cambridge University and has been awarded a Fulbright scholarship, a National Endowment for the Humanities fellowship, and a Ford Foundation fellowship.
