Prior to joining CSIS, Linnea Raine coordinated the Department of Energy's (DOE) foreign terrorism intelligence program and played a lead role in developing intelligence community interagency counterterrorism initiatives. From 1979 to 1985, Raine managed headquarters policy-development activities for protecting DOE's nuclear weapons complex from subnational adversaries. Raine also served as coordinator on the Washington-based planning staff of the Sinai peacekeeping multinational force and observers. This is her second appointment as a DOE visiting fellow to CSIS: from 1983 to 1984 she was the executive secretary of the CSIS Steering Committee on Terrorism (chaired by Zbigniew Brzezinski and Robert Kupperman) and editor of the CSIS report, The International Implications of the Papal Assassination Attempt: A Case of State-Sponsored Terrorism (CSIS, 1985). Raine was coeditor of Global Organized Crime: The New Empire of Evil (CSIS, 1994). Raine's earlier career included assignments to the Department of Commerce, DOD's Advance Research Projects Agency (1966-1970), the Historical Evaluation and Research Organization, and the University of Pennsylvania's Foreign Policy Research Institute (1962-1964). She holds a B.A. from the University of Pennsylvania. |
