But, at the same time, Beijing should understand that it will never be entirely accepted as a fully-fledged political partner in leading capitals as long as it stifles civil liberties, press freedom, intellectual expression and religious practice."

"Beijing needs to respond to the long list of requests from the international community - not just from Washington - to open its prisons to the International Red Cross, to work more closely with the United Nations Special Rapporteur on Torture, to release certain political detainees and, finally, to ratify and fully implement the International Covenant on Civil and Political Rights. The US and its partners should remind Beijing that taking these steps will help address the country's rising domestic unrest."
