BUCHAREST, Romania — In his final NATO summit, President Bush came with three priorities, and he accomplished two of them.

"For many political leaders in Europe, it is easier to tell your (people) that you're helping Canada than contributing to America's war on terror," said Julianne Smith, director of the Europe Program at the Center for Strategic and International Studies.
