WASHINGTON — With the decision announced Wednesday to elevate Gen. David Petraeus to lead the U.S. Central Command and Lt. Gen. Ray Odierno to succeed Petraeus as the commander in Iraq, the Bush administration laid the groundwork for the next president with a pair of generals who have spoken sternly about Iran and cautioned against pulling out of Iraq too quickly.
Army Lt. Col. Nathan Freier, a senior fellow at the Center for Strategic and International Studies, said it was logical to promote Petraeus and Odierno to keep the "momentum" of the security gains in Iraq since the troop buildup was implemented last year.
