The Bush administration is signaling strong support for Afghanistan by sending First Lady Laura Bush to headline a donors' conference in Paris this week. But competing agendas among all the countries involved may stymie real progress toward rebuilding the war-torn country.

Afghans have suggested that aid should be channeled through their government instead of through non-governmental organizations or international contractors. [...]
