The summit showed that Mr. Bush "has quietly steered the Europeans into accepting a number of his basic policies, including the need for continuing economic growth, research and technological initiatives" as part of the approach to climate change, said Reginald Dale, a scholar at the Center for Strategic and International Studies. Now, he "also wants to build on his international legacy in the Middle East peace process, and, of course, the agreement on the future status of U.S. troops in Iraq."
