Synopsis:

A recent trip to Afghanistan has conveyed one clear message. The U.S. has made major progress in many areas and it has won its tactical battles. This progress, however, affects only part of the country and is inadequate to sustain past success without substantial new resources. The attached briefing includes new declassified intelligence data, and documents the rise and character of the threat in detail, with supporting maps, graphs, and charts.
