After a two-year moment of reflection in intra-European, U.S.-EU, and Euro-Atlantic relations comes a need for action to renew the institutional core of the Euro-Atlantic Partnership. This paper sets out over two dozen key recommendations for the EU, and its relations with the United States, as well as for NATO, and its relations with the EU.
