A special panel offers its final recommendations on the role of Canada in Afghanistan. The final and most sensitive chapter of the North American Free Trade Agreement comes into effect. Mexico’s Institutional Revolutionary Party (PRI) announces that it is open to discussing reforms to Pemex.
