The CSIS Africa Program, led by J. Stephen Morrison and Jennifer Cooke, will seek to create high-level U.S. engagement on HIV/AIDS with key actors in the Second Wave states of Ethiopia and Nigeria. Both countries have since been identified as targets in President Bush's Emergency Plan for AIDS Relief, and both will likely see a dramatic rise in U.S. engagement. The Africa Program will expand contacts between U.S. policymakers and key players in the two countries, with a view to raising their profile in U.S. policy circles and forging consensus on how best heightened U.S. engagement should be structured.
