The CSIS Human Rights and Security Initiative and the Robert Bosch Stiftung released a new report, 49 Steps To Improve Human Rights and Security in the North Caucasus, on September 18, 2007. Instability has spread beyond Chechnya to other parts of the North Caucasus. The risk of a full-blown war is heightened. Human rights abuses committed by both terrorists and representatives of the Russian government have increased extremism rather than contained it. Yet the international community has done little to address the situation. International attention is needed and this initiative seeks to advance research and practical steps for alleviating the crisis. Event: In October 2006, Sarah E. Mendelson convened a third meeting at the Bosch Foundation during which she and Dr. Theodore P. Gerber shared results of a benchmark survey that CSIS fielded in collaboration with the Levada Analytic Center of 1,200 males, ages 16 to 39 years old in Dagestan, North Ossetia and Kabardino-Balkaria. The attendees at this meeting were major donors to the North Caucasus region, including various UN agencies, the European Union, USAID, the World Bank, and senior officials from Denmark, France, the Netherlands and the UK. Reports and presentations from the meeting are also available. ( World Bank Presentation, World Bank Report, USAID Presentation, UN Presentation) Event: In March 2006, Sarah E. Mendelson hosted a second meeting, also held at the Bosch Foundation, during which several producers of human rights reports from the North Caucasus met with consumers of these reports in order to explore ways in which to improve the impact of human rights monitoring. Event: In May 2005, Sarah E. Mendelson and Fiona Hill of the Brookings Institution jointly organized a unique, high-level meeting with forty practitioners from organizations such as the World Bank, the European Union, the Council of Europe, and various agencies within the United Nations to generate ideas and potential next-steps for the international community on the issue of the North Caucasus. That meeting, made possible with support from the Bosch Foundation, generated dozens of recommendations for the international community including the need for the subsequent meetings and research that CSIS has organized and undertaken. - Publication: "49 Steps to Improve Human Rights and Security in the North Caucasus," Sarah E.
