(U.S. Secretary of Homeland Security Michael Chertoff detailed the growing concern
over the threat of Improvised Explosive Devices in America at a CSIS event in October)

As our nation struggles to understand and respond to the global terrorist threat—the most dramatic change in our security landscape since the rise of soviet communism—CSIS has established a new Homeland Security Program to help shape and develop the policies and practices we will need to secure our nation in the years ahead. From examining the organization and implementation of the Department of Homeland Security to building a new regime for biological threat reduction, the Program's focus is to advance the policies, practices, and partnerships to keep America safe and secure at home and abroad.
