One of the major challenges that the US government has faced in the three years since 9/11 is the development of a tool to assess the terrorist threat and the vulnerabilities of potential targets, and use this knowledge to prioritize investments in security in accordance with risk. After 9/11, CSIS developed a Threat-Vulnerability Integration (TVI) methodology for use in Silent Vector, a scenario exercise held in October 2002 that simulated the U.S. reaction to a credible threat of terrorist attack in the absence of clear and sufficient information. CSIS has continued to develop, refine and utilize this methodology to enhance our nation's critical infrastructure protection.
