The Department of Defense is increasingly a direct provider of "non-traditional" security assistance: counterterrorism, capacity building, stabilization and reconstruction, and humanitarian relief.  This report examines this trend of DoD involvement while making recommendations on how best to balance military and civilian efforts.

CSIS provided staff support to an independent commission appointed by Congress to conduct an assessment of the Iraqi Security Forces. The commission reported to Congress in September 2007 on the readiness of the Iraqi Security Forces, their capabilities, and how support and training by U.S. forces contributes to the effectiveness of the ISF.
