In November 1943, heads of state from China, the United States, and Great Britain meet in Cairo, Egypt, to discuss post-war policies towards Japan. On December 1, they jointly issue the Cairo Declaration, stipulating that "all the territories Japan has seized from China, such as Manchuria, Taiwan and the Penghu Islands, shall be restored to China."
