In his first State of the Union Address on February 3, 1953, President Dwight D. Eisenhower announces the withdrawal of the Seventh Fleet from the Taiwan Strait, saying that the U.S. Navy has been serving as a "defensive arm of Communist China." In doing so, he fulfills a campaign promise of not preventing Chiang Kai-shek from attacking and reclaiming China.
