On September 30, 1981, National People's Congress (NPC) chairman Ye Jianying publicizes his "Guidelines on Making Taiwan Return to the Motherland in a Peaceful Unification," commonly referred to as "Ye's Nine-Point Proposal." He proposes talks between the CCP and KMT, exchanges between the PRC and ROC, and treatment of Taiwan as a Special Administrative Region (SAR). ROC president Chiang rejects the proposal outright because it demands that the ROC on Taiwan renounce sovereignty.
