The KMT government has heretofore outlawed the formation of new political parties, permitting non-KMT candidates to run for office only as independents. The founding of the DPP on September 28, carried out by a large gathering of opposition politicians meeting in Taipei's Grand Hotel, defies this ban. The government declares the new party illegal but refrains from arresting its members.
