During a June 30, 1998, trip to Shanghai, U.S. president Clinton publicly affirms the "Three No's" - No support for Taiwanese Independence, no support for "Two Chinas" or "One China, One Taiwan," and no support for Taiwan membership in international organizations that require statehood - a public position sought by the PRC. This is a public reiteration of a private assurance Clinton made to Jiang Zemin three years earlier in a secret letter. In addition, many feel it is an outgrowth of similar statements made by Henry Kissinger as far back as 1971.
