On May 19, 2003, the World Health Organization (WHO) rejects Taiwan's application for observer status despite the spread of the SARS epidemic in Asia, which began in China and led to scores of fatalities in Taiwan. Since 1997, Beijing has consistently blocked Taiwan's bid to join the organization.
