A Process for Closing Guantanamo

Closing Guantánamo is the stated desire and policy of the Bush administration and of both presidential candidates. But how? That has been the task of a CSIS working group. Sarah Mendelson, director of the CSIS Human Rights and Security Initiative, has released a draft report based on the group's work. The report calls for the next president to announce during his first week in office the date for closure of the facility, while simultaneously appointing a non-partisan blue-ribbon panel to review the files of all remaining detainees to decide who would be released, transferred, or tried. Commentary: A Second Cluster Munitions Treaty?
