Lewis Assessing the Risk of Cyber Terrorism by James A. Lewis Spectrum Management and RFID Allocating spectrum among competing national needs - national security, economic growth, technological progress and public safety - poses a difficult challenge. Technological change and a growing demand for wireless communication services has put the allocation of spectrum in the United States under pressure. International developments also press on U.S. spectrum management, as Europe and Japan move ahead with allocations for 3rd Generation wireless applications and as global demand for spectrum increases. CSIS held a study of policies and processes for U.S. spectrum allocation in its international and national contexts. The study sought to find ways to balance competing priorities and to improve management of the allocation process. To launch the study, CSIS organized a series of Spectrum Management Roundtables where respected experts from both government and the private sector discussed spectrum allocation and the long-term spectrum management needs and goals for the U.S. government and economy. At each session, a keynote speaker put forth issues and options. A panel of "stakeholders" followed each presentation and commented on the session topic for discussion by the audience. Identity management and authentication will only grow in importance as Internet and wireless applications and services become further integrated into business and consumer activities. From 2002 to 2003, CSIS facilitated a Working Group of experts from industry, academia, and government to examine these issues (click here for more information). CSIS continues to look at the role of identity in cyber security and the growth of the Internet.
