2021-2022 Congressional Fellows

Joe Bartlett serves as National Security Advisor for Congresswoman Elise Stefanik (NY-21). Prior to his current role, Joe served as the National Security Legislative Assistant for Congressman Francis Rooney (FL-19), the Ranking Member of the Western Hemisphere Subcommittee on the House Foreign Affairs Committee, and the former United States Ambassador to the Holy See.
In Congresswoman Stefanik’s office, Joe is the lead staff advisor for defense, foreign affairs, intelligence, and general national security policy. He advises the Congresswoman in her capacity as a member of the House Armed Services Committee and the House Permanent Select Committee on Intelligence, and as a member of various congressional caucuses and tasks forces such as the China Task Force in the 116th Congress.
Joe has completed various fellowships at foreign policy think tanks around Washington, DC, including the Wilson Center, the Partnership for a Secure America, the Council on Foreign Relations, and the Heritage Foundation where he was a George C. Marshall Fellow in 2019. He is currently pursuing a master’s degree at the US Naval War College and holds a bachelor’s degree in political science and global studies from the University of Minnesota.

Liz Banicki is Senior Policy Advisor for Senator Dan Sullivan (R-AK), serving as his foreign policy, trade, veterans affairs and homeland security lead since he was elected to the U.S. Senate for the state of Alaska in November of 2014. In her current position, Banicki advises the Senator in his role as a member of the Senate Armed Services, Veterans’ Affairs and Commerce, Science and Transportation Committees as well as supports his efforts as Chairman of the International Republican Institute.
Prior to her role as a policy aide for Senator Sullivan, Banicki was the Statewide Field Director for the Sullivan for Senate campaign and served on the staff of Congressman Don Young (R-AK-At Large). She graduated from the University of Portland in 2010, and was a Fulbright Scholarship and Commission grantee to Mainz, Germany from 2010-2011 and Salzburg, Austria from 2013-2014.

Troy Dougall is a Senior Legislative Assistant with Representative John Curtis (UT-3). A Utah native, he graduated from the University of Utah in 2017 with degrees in political science and Middle East Studies and has worked for the Congressman ever since, starting work on the 2017 Special Election campaign before moving to Washington DC to work in the Congressman’s office in 2018.
Troy manages the Communications and Technology Subcommittee for the Congressman in his position on the Committee on Energy and Commerce. In the 116th Congress, he managed the Congressman’s position on Foreign Affairs Committee and the China Task Force. He also handles issues such as defense, trade, taxes, financial services, transportation, and education.
He has previously completed various think tank fellowships, including the Wilson Center’s Artificial Intelligence Fellowship and Foreign Policy Fellowship and the Heritage Foundation’s Marshall Fellowship.

Elizabeth “Betsy” Dudley is the Military Legislative Assistant for Congresswoman Marilyn Strickland (D-WA) where she covers the House Armed Services Committee, foreign affairs, trade, intelligence, and homeland security issues. She was previously the Senior Legislative Assistant for Congressman Steve Cohen (D-TN) where she covered foreign affairs, defense, homeland security, appropriations, and veterans as well as Congressman Cohen’s work on the Science, Space and Technology Committee and the Commission for Security and Cooperation in Europe (the Helsinki Commission).
Prior to that she was the Legislative Aide for U.S. Senator Barbara A. Mikulski (D-MD), where she helped manage policy work and managed constituent correspondence for foreign affairs, defense, labor, Federal employees, trade, and economic issues. Betsy grew up in Annapolis and holds a Master of Public Policy from the University of Maryland and a Bachelor of Science in Diplomacy and International Relations from Seton Hall University.

Jonathan Green serves as Senator Shaheen’s Defense Policy Advisor and as her designee to the Senate Armed Services Committee and the Senate Appropriations Subcommittee on Defense.
Prior to joining Senator Shaheen’s office, Jon served as the National Security Advisor to Representative Jason Crow (D-CO), where he established the Congressman’s national security policy platform as a new Member of Congress and served as his designee for the House Armed Services Committee. Jon also served as Special Assistant on the Senate Armed Services Committee under Senator Jack Reed (D-RI), where he was the lead staffer on the Joint Improvised-Threat Defeat Organization portfolio and a speechwriter. He previously worked as a contractor for the Department of Defense in the Acquisition Resources and Analysis Directorate and as an intern for former Senator John Kerry (D-MA), in both Boston and Washington, D.C.
Jon holds a Bachelor of Arts in International Relations with a minor in Islamic Studies and Arabic from the University of Delaware, and a Master of Public Policy with a concentration in National Security Policy from George Mason University. He specializes in sub-state violence and unconventional warfare, with a regional focus on the Middle East, North Africa, and Afghanistan.

Molly Joseph is a Legislative Assistant to Congresswoman Ann Wagner handling foreign affairs, defense, intelligence, trade, the judiciary, energy, natural resources, education, and infrastructure policy. She primarily works on the Congresswoman’s portfolio on the House Foreign Affairs Committee, where her boss sits on the Subcommittees on Asia, the Pacific, Central Asia, and Nonproliferation and Europe, Energy, the Environment and Cyber. She also manages work related to the bipartisan Congressional Caucus on the Association of Southeast Asian Nations, which Congresswoman Wagner co-founded and co-chairs. Ms. Joseph collaborated with civil society groups to pass the Elie Wiesel Genocide and Atrocities Prevention Act through the U.S. House of Representatives in the 115th. The Elie Wiesel Act, which was signed into law in January 2019, will improve U.S. atrocities prevention mechanisms by mandating training for Foreign Service Officers in atrocities recognition and response. She also managed the Congresswoman’s Preventing Child Marriage in Displaced Populations Act, which became law in December 2019. She is currently working on bill projects to hold the People’s Republic of China accountable for its handling of the coronavirus pandemic and reassure U.S. partners in Southeast Asia.
Previously, Ms. Joseph worked with Dr. Sebastian Rosato at the University of Notre Dame on his book project analyzing intentions in great power politics. She graduated from the University of Notre Dame with honors in Political Science and History and is currently studying defense and strategic studies through the Naval War College’s Fleet Seminar Program.

Naree Ketudat currently serves as the Director of Communications for Congressman Tom Malinowski (NJ-07), Vice-Chair of the House Committee on Foreign Affairs. In this role, she oversees and advises on all messaging strategies – particularly as it relates to global human rights and authoritarian regimes, online extremism, and domestic transportation.
She previously worked for House Intelligence Committee Chairman, Congressman Adam Schiff, where she assisted with rapid-response press operations throughout the 2019-2020 presidential impeachment hearing and trial process. Through the U.S.-Asia Institute and the Royal Thai Embassy, Naree has used her time on Capitol Hill to represent young Thai-Americans and advocate for their success and inclusion in the political workforce.
Naree received her Bachelor's Degree in Vocal Performance at New York University. Before reaching the Hill, Naree had a successful career in music theatre and fitness in New York City. She hopes to continue to use her wide-range of experiences and interests to communicate difficult political rhetoric, and engage the every-day American on topics of foreign policy and national security.

James “Jimmy” Loomis currently serves as Congresswoman Stephanie Murphy’s (FL-07) Defense & Foreign Policy Advisor. In this role, his principal duties consist of managing the Congresswoman’s House Armed Services Committee portfolio. Prior to assuming this position, Jimmy conducted research on Chinese grey zone operations in the Indo-Pacific for the Stimson Center’s Defense Strategy and Planning Program, and studied foreign direct investment and trade issues while working at the World Trade Center St. Louis. A proud native of St. Louis, Missouri, at age 18 Jimmy was the youngest elected official to serve in public office in a district of 35,000 residents. He holds a MSc. in International Relations from the London School of Economics, a L.L.M. in International Affairs from Peking University, and a B.A. in Chinese Affairs and Political Science from Washington University in St. Louis. He is proficient in Mandarin Chinese.

Sophie Mirviss is a Professional Staff Member on the Subcommittee on the Middle East, North Africa, and Global Counterterrorism on the House Foreign Affairs Committee. She joined the subcommittee on October 2021 and previously served as the foreign policy and defense legislative assistant to Representative Dean Phillips (MN-03).
She is a native of Minnesota, earned a B.A. in International Studies from Johns Hopkins University and is currently pursuing her M.A. in Defense and Strategic Studies at the U.S. Naval War College.

James “Max” Pedrotti serves as Legislative Director for Congresswoman Carol Miller (R-WV), a member of the prominent House Committee on Ways and Means. Pedrotti has served on Congresswoman Miller’s staff since her first day in Congress in January 2019 and handles a wide range of policy issues, including taxation, energy, financial services, international affairs, defense, transportation and more. Max’s work focuses on creating policy to spur domestic and international investment and creating economic opportunity in West Virginia.
Prior to joining the staff of Congresswoman Miller, Pedrotti worked at political consulting firms in Washington D.C. and Sacramento, California, and served in Mayor Kevin Faulconer’s office in the City of San Diego. Max is a native Californian and a graduate of the University of San Diego, where he set numerous school records as a member of the NCAA Division 1 Cross Country and Track teams.

Ryan Pettit leads the national security team for U.S. Senator Patty Murray and serves as her policy director for defense, foreign relations, intelligence, space, and veterans issues. A Senate staffer since 2008, Ryan previously served as the lead national security analyst for the Budget Committee, and as a senior policy advisor for the Veterans’ Affairs Committee.
Ryan also served ten years in the Marine Corps Reserve as a civil affairs specialist and completed combat deployments to Ramadi, Iraq in 2004-2005, Habbaniyah, Iraq in 2006-2007, and Helmand, Afghanistan in 2009. In addition to other military decorations Ryan has received the Navy and Marine Corps Achievement Medal, three awards and with combat distinguishing ‘V’ device, and has three times been awarded the Combat Action Ribbon.
Ryan holds a master’s degree, with honors, in strategic studies from the School of Advanced International Studies at Johns Hopkins University and a bachelor’s degree, cum laude, in government and international politics from George Mason University. He is also a term member at the Council on Foreign Relations. A northern Virginia native, Ryan lives in Oak Hill, Virginia, with his wife and two daughters.

Jesse von Stein serves as Legislative Director to Congressman Don Young (R-AK), Dean of the House and former Chairman of the House Committee on Natural Resources as well as the House Committee on Transportation and Infrastructure. Jesse has been on the Congressman’s staff since 2015 and covers a myriad of issues and caucuses on his behalf as well as manages a team of six other legislative staff.
Originally from North Carolina, Jesse holds an M.P.S. in Legislative Affairs from The George Washington School of Political Management and a B.A. in Marketing from the University of North Carolina at Charlotte.
