Looking to the future is a matter not just of 2000-2000 vision to see what lies ahead, but of understanding the reasons behind trends and the variables of which these trends are made. Political issues of importance to Africa at the beginning of the next decade/century/millennium include both domestic matters and interstate relations. The ideal of domestic governance is to provide order and welfare with accountability. Although democracy is the best (and arguably the only sustainable) guarantor of order and welfare, it should be seen as a necessary condition of long-term substantive progress rather than as an end in itself. The ideal in interstate politics is the abatement of conflict and the peaceful resolution-or at least management of conflicts that do arise.
