Africa Notes: Post-Nkomati Mozambique - January 1985

Nearly 10 months after signing the March 16, 1984 Nkomati Accord with South Africa (see “Destabilization and Dialogue: South Africa's Emergence as a Regional Superpower" by John de St. Jorre in CSIS Africa Notes no. 26, April17, 1984), Mozambique resembles the paradoxical patient whose operation is a success but whose medical status remains critical. If the patient succumbs, the experiment will have little chance of being repeated, and the prospects for peaceful coexistence between South Africa and its neighbors will diminish sharply.
