For the first time in its 19-year history, the Organization of African Unity failed to muster the required quorum to convene its annual Assembly of Heads of State, scheduled to have opened in Tripoli, Libya on Augast 5. The summit was aborted after it became clear that only about 30 of the member-states would be represented, short of the two-thirds majority required to conduct business. There are still contradictions and missing pieces in the Tripoli story, but the following sampling of elements in the crisis now faced by the OAU is indicative of its complexity and far-reaching implications.
