The administration, Senate, and House all agree that ensuring U.S. technological superiority is a major priority and that some change to DoD’s current organization would likely be beneficial in achieving this objective. The following discussion focuses on how to redistribute current AT&L responsibilities, what mandate and authorities the new USD R&E (or whatever alternative moniker is chosen) will have, and how much latitude DoD has in designing the organizational solution.
