Voters narrowly defeat President Hugo Chávez’s proposals to change the Constitution to grant him sweeping new powers in Venezuela. Colombian-Venezuelan relations are at their lowest point in 20 years. The U.S. House of Representatives approves a free-trade agreement with Peru. Bolivia’s political stalemate is fast-approaching crisis stage. Brazil’s national energy company, Petrobras, announces a large new offshore oil discovery, and President Lula da Silva authorizes increased spending on new military equipment. Argentina’s president-elect Cristina Fernández de Kirchner announces the composition of her cabinet.
