The Implementation of the CPTPP’s E-Commerce Chapter in 2023 and toward CPTPP 2.0

One of the groundbreaking features of the CPTPP is its extensive “gold-standard” provisions on e-commerce, such as rules to facilitate cross-border data flows, ban server localization, protect source code, and promote data privacy and consumer protection. Yet, to facilitate continued e-commerce growth in the region, implementation of the chapter must continue, and the provisions must evolve with technological change. To aid members in this process, this report reviews e-commerce trends in the Indo-Pacific and survey data from regional firms to discuss the future of CPTPP and reflects on opportunities to scale the CPTPP's e-commerce provisions further.
