Closing Argument in "Survival" Journal Vol 52 No 3

In the debate over the “end game” in the U.S. and NATO post-September 11 engagement in Afghanistan, the headlines are dominated by the military approach to counter-insurgency, and the “civilian surge,” including both economic aid and support for better governance. A third policy ingredient, the issue of whether and under what circumstances to include any current Taliban personalities in the final government, is the subject of tremendous controversy. Policy-makers in the United States and NATO countries need to start paying more attention to the fourth, the relationship between Afghanistan and its neighbors, which could undo whatever gains Afghanistan achieves internally.
