Recommendations: The London Ministerial on Yemen

The London Ministerial on Yemen, occurring January 27th, is a welcome opportunity for the international community together with the Yemeni government to think through the question: Is there a way for the international community to help Yemen address its development and radicalization challenges and for Yemen and other countries to help create conditions on the ground so that the Obama administration can safely resume the transfer of Yemeni detainees from Guantánamo?
On January 19th, the Center for Strategic and International Studies and the Center for American Progress convened approximately 20 experts from government and nongovernmental organizations, drawn from a range of disciplines, to puzzle through these questions and to develop a set of recommendations that might be considered at the London Ministerial.
This memo details those recommendations.
