Karnataka regulates Clinical Cosmetic Procedures. The state mandates that any facility providing clinical cosmetic procedures, skin treatments, or related health services must register under the Karnataka Private Medical Establishments (KPME) Act of 2007.

Delhi advises Temporary Staff Restrictions in Private Offices. Meghalaya issues (MSERC) Intrastate Deviation Settlement Mechanism and Related Matters Regulations, 2025. The regulations issued by the Meghalaya State Electricity Regulatory Commission (MSERC) aim to enhance grid stability. The regulations will apply to all generating stations owned by the Meghalaya Power Generation Corporation or any other intrastate generating stations, to renewable energy projects of at least 5 MW capacity that have signed short-term and medium-term power supply agreements with DISCOMs.

Tripura announces (TERC) New Tariff Rates. The rates issued by the Tripura Electricity Regulatory Commission apply for the 2025-26 fiscal year. A 10 percent rebate on energy charge has been introduced for IT industries to promote industry development, and a 10 percent rebate will be given for women self-help groups and mobile towers in remote areas.

Land Acquisition and Labor Regulations

Maharashtra waives Registration Fees for Homes Allotted under Cluster Redevelopment Projects. The decision is expected to speed up stalled redevelopment work and make the transition affordable for families who have long waited for safer and modern homes. The waiver applies to all eligible beneficiaries receiving units between 400 sq-ft and 600 sq-ft in newly redeveloped buildings.

Himachal Pradesh amends the Himachal Pradesh Land Lease Rules, 2013. The new rules allow the Housing and Urban Development Authority (HIMUDA) to lease land for up to 80 years. The amendment, called the Himachal Pradesh Lease (Amendment) Rules, 2025, has been issued under powers given by the Himachal Pradesh Village Common Lands Vesting and Utilization Act, 1974 and the Himachal Pradesh Ceiling on Land Holdings Act, 1972.

Haryana increases its Dearness Allowance (DA). The allowance applies to state government employees who are drawing their salaries as per the 5th Pay Commission. The revised DA rate has been increased from the existing 466 per cent to 474 percent of basic pay, with effect from July 1, 2025.

Assam approves Key Policies.

The state approves the Assam Non-Government Educational Institutions (Regulation of Fees) (Amendment) Bill, 2025, strengthening fee regulation and bringing minority-run institutions under a uniform system of registration, fee fixation and periodic renewal to curb arbitrary charges. The state also approves the Assam Fixation of Ceiling on Land Holdings (Amendment) Bill, 2025, removing tea labor lines from ancillary land classifications. The Assam Education (Provincialization of Services of Non-Teaching Staff of Venture Educational Institutions) Amendment Bill, 2025, introduces a 6 percent annual salary enhancement for 3,093 provincialized non-teaching staff
