When Secretary of State Hillary Rodham Clinton created the Office of the Representative for Global Intergovernmental Affairs in 2011, she recognized that local economies could leverage resources and relationships to support economic development at home and abroad. Creating a focal point in our international work for governors, mayors, and other local elected officials has opened new space for subnational relationships to become another important tool of U.S. foreign policy.
Today the Department of State engages the world’s current and next generation of leaders at the subnational level. Through cooperative frameworks between the U.S. and specific countries our government has helped provide opportunities for state and local leaders to increase exports, foreign direct investment, tourism, and other economic activities to support job creation and competitiveness and lay a strong foundation for expanding economic relationships with impact at a local level.
Ms. Lewis will discuss how the U.S. Department of State has assisted U.S. local government leaders to support the 2014 World Cup activities in Brazil, and also to support plans for the 2016 Olympic and Paralympic Games in Rio de Janeiro. The lessons from these outreach efforts provide the backdrop for an important conversation about the new diplomacy of subnational government entities in the U.S. foreign policy agenda.
