Better Buying Power 3.0 - A Discussion with Under Secretary Frank Kendall

In November 2012, Under Secretary Kendall introduced the Defense Department's set of efficiency initiatives known as Better Buying Power (BBP) 2.0, which emphasized critical thinking by acquisition professionals and institutionalizing a culture of cost-consciousness. On September 19, Secretary Kendall will introduce Better Buying Power 3.0, the next step in DoD's efforts to continuously improve defense acquisition. The focus of BBP 3.0 is on achieving dominant capabilities through technical excellence and innovation.
