The Challenge of Police Reform in Africa (2010)

The police in Africa are a broken institution. They lack funding, adequate training, and institutional support yet are called upon to face an expanding range of complex law and order challenges. This event marks the official launch of a CSIS project to look at the challenge of police reform in Africa and find ways the United States can support it more effectively. As an international police assistance project manager for the Department of Justice, Michael Berkow directed efforts to rebuild police forces across Africa. He will discuss the problems he encountered on the ground. Dr David Bayley, one of the world's leading experts on international criminal justice, will lay out the challenges the U.S. faces in designing successful programs of support
