As developing countries scale up their infrastructure and transition to cleaner energy sources, there is a need for such projects to be aligned with existing multilateral climate frameworks such as the Paris Agreement and Sustainable Development Goal 13 on combatting climate change. Unlike the Paris Agreement, SDG 13 does not provide tangible targets. Instead, it provides a necessary and complementary platform that focuses on broad climate change awareness, strengthening resilience against climate-related disasters, adaptation efforts, policy, and capacity-building, as well as supporting a reduction in greenhouse gas emissions.
SDG 13 is a particularly useful foundation for the Biden-Harris administration’s ambitious international climate change objectives, including development actions for climate financing and support for developing countries' strategic and policy priorities. Alignment behind national capacity enhances the ability of countries to uphold their own legal and regulatory frameworks and push back on potentially corrosive development projects which do not meet international standards.
As the international community continues its focus on climate change, a stronger alignment behind SDG 13 may enhance the opportunities for cooperation on critical development objectives, offering new measures of accountability for quality development efforts.
